Wim,
It will always be cheaper to rebuild the instruments you have. 
However, rebuilding is not nearly as 'sexy' as getting new 
instruments, so I think it ends up being a harder sell to 
administration.

I'll make some suggestions that are not among your listed options - 
send a piano to Ron Nossaman, Del Fandrich, or someone who will do 
some redesign on the piano.  Alternatively, you could install Wapin, 
get different bass strings, or do some work with touchweight 
analysis.  I make these suggestions because I think academic 
institutions are one of the places where you can experiment and then 
compare the results with a standard factory piano.

You could send the pianos back to Steinway, but why?  There are lots 
of alternatives!
