I've done a few of these by simply filing & tapering the hammers and arcing 
the tails.

About a gram/hammer is removed, plus repinning reduces friction.
This overall effect lowers the touchweight. Addressing the FW targets BW.

The two I have on file did not have assist springs. There was no capstan 
relocating
but it brought the actions into comfortable playing ranges.

Estimated charge $750 to $1200.
