Excessive friction, as the 25 gr which you had, can produce a high 
touchweight measurement.
To the point where you might suspect a mass or leverage problem but once 
the friction is brought
to an acceptable range, the touchweight becomes tolerable.

On a set of new knuckles which I finally determined the loose knuckle 
covering to be contributing2 to 6 gr
friction, I bolstered them. I threaded the rug yarn on the back side of the 
core to draw the cover tighter and
not alter the working-side contour.
