[CAUT] Werkmeister in Jorgensen

These numbers correspond to those on Jason Kanter's site (which is a great
site) http://rollingball.com/TemperamentsFrames.htm). If you are concerned
about tension changes, subtract 4.89 from these offsets to keep overall
tension change to zero.
