That reminds me of one change that I would make in the design of the Hart tool. 
A taper end on the nub so that it can get in and capture the spring easier. Getting back out is never as problematic.

    For this Baldwin SD 10 the underlever springs are hard to reach.
    I'm wondering about the Hart tool that I use for rep. lever springs,
    do you think that would work to reach in there and strengthen those springs?


  I don't think the springs can be rotated downwards enough, besides
  getting them back in the slot would be troublesome.  It is best to remove
  the tray and address the problem, this way the dampers can be finessed
  individually on reinstallation.
