factory apprentiships?

This sounds to me like they have somone that they want to hire who has
two years in a factory so this is made one of the qualifications so
he/she will be the only qualified one.  That's kind of like putting in a
grand piano specification that it must have tubular metal action frame
because they want a Steinway.
