Paul, The only time I've ever seen almost all the tuning pins that way was on an old upright where another "person" had used WD-40 to clean the rust off the tuning pins! Check for any kind of residue on the tuning pins. At least your instrument is a decent grand, probably worth the cost of a new block. Mine wasn't. Let us know if you find out for sure.
