Plate Hitch Pins

Larry Fine's "The Piano Book" mentions a maker which has hitch pins which are
not solid, but tubular, being made out of what appears from his drawing to
be strips of metal which have been bent around (rather than a seemless, pipelike
construction). I think that this was a maker with "adjustable height" strings,
i.e., the hitch pins might be installed vertically and the string adjusted up
or down on it. Is this Baldwin?
