What you are having trouble with is the fact that the 8th partial is weak at
the SAT location and will occur regularly on a variety of instruments.  Using
your fingernail pluck the string near its terminal point.  This may give you a
high reading so you should check the setting without plucking, if you can.  If
you cannot and you mistrust the measurement lover it .5 cents or so and you
should get a good tuning.
