String leveling as related to tuning

I don't know, perhaps both occur.  Since mere rubbing and lifting resets
string level, wouldn't fast test blows esp. with big heavy hammers?  If
both happen, is this inferior to levelling strings alone?  Where strings
need leveling, string marks are typically unequal already.  Only filing
and leveling would be a complete fix, however matching is better than
not matching so there will be some improvement
