If the dampers have about 1/8 inch follow then the felt has gotten hard and needs to be replaced. It will get worse over time. After about 30 years this is needed. Play a loud chord in the tenor, then quickly lay your hands against the bass section strings only. If the ringing stops you know it's mostly damper felt in the bass section. That section shows it first, since the strings are so fat and ring sympathetically. You usually also hear a slight buzzy WWWOUMP sound when the key is released after a hard, quick blow in the tenor section. Old felt.
