Kevlar cord

Kevlar fishing line is the most readily available source.  It does stretch
some because it is braided.   Spectra line is also very low stretch, and
another source of both Kevlar and Spectra is kite string.  If you really
want the minimum amount of stretch, Kevlar tow which is unbraided is the
best.  I happen to be the owner of two reels of real tow.  (Previous
sentence is the result of breathing too much methanol.  Let this be a
warning to substance abusers everywhere.)  If you want some, I can provide
small quantities - Kevlar tow, not methanol.
