It should be secure, but completely free in it's movement in the lyre. You can have an accumulative effect as well, a little bit here, a little bit there, all add up to what your customer is indicating. The cloth bushing that the brass pedal rod (from the pedal to the trap lever) runs through. The brass damper lift dowel definitely can drag through that long cloth bushing ion the keybed, which usually gunks up over time, and it doesn't necessarily lift the damper tray in a straight line either.
