You can get a special plastic tool from Decals Unlimited (the company
that made the decal).  It has a 1/2" wide end to rub down the decals. 
Tape down one edge of the decal and start rubbing from the opposite end
while lifting the plastic backing.  You can see if the letters adhere to
the surface.  If as you lift the backing paper you can see that the
letters aren't stuck down to the surface, just go back over it with the
tool.  I would use some kind of solvent (Naptha, not lacquer thinner or
acetone) to clean the surface first.  If the finish is checking or
cracked, forget it.  Also, these things have to be fresh, as the shelf
life is only a few months.
