Piano touch too heavy

Thanks to all who responded to my question about the heavy touch on a small
grand.  The action is what I would call a compressed action and I followed
Kimball's LaPetite specifications in the Piano Action Handbook.  Here are
the downweight and upweights measurements before & after regulation:

I didn't take F# measurements before regulating.  I should explain that I
had my weights calibrated long ago on a digital scale accurate to a very
fine degree. That's why the decimals apprear in some of the weights.  I
want to point out that the action was grossly out of regulation.  I don't
understand how the original readings weren't a lot higher, especially on
the downweight.  Anyhow, the before and afters don't tell me much, Newton.
Do you see anything in them?
