"Leaning" tuning pins

Friends,

Well, now that we're back on the "tuning pins and CA" subject, I have a
question for you.  Every now and then I will come across a console from
the 60's or 70's where the pinblock for the double-wound strings is in
such poor condition that not only will the strings barely hold a pitch,
but they also angle down, in the direction of the string (or, if you
wish, the tuning end angles too much toward the floor).  I can see a gap
at the top of the plate bushing.  And, of course, the rest of the pins
in the piano aren't usually all that snug, either.

These pianos aren't worth a pinblock replacement, in my opinion.  Has
anyone tried lowering the tension on the affected strings, returning the
pins to their proper position, and filling the hole with thicker CA
glue?  If so, did it work, or does the glue just chip away as soon as
you mess with the pin?

I suppose a better option may be to plug each hole (about ten holes or
so) right through the plate, then redrill.  I have never yet attempted
plugging holes.  I've shied away from it, thinking that by drilling the
holes freehand I may end up with the angles not exactly right, and the
finished job will look like a "wood butcher" did it.  I'll look forward
