Lifting the front of the action may tilt the shanks enough to let them
pass.  Seems I had to do this once.

ALso take a stick, like the key stop rail, and push the shanks down
while  pulling out the action.  You do have three hands, right?

THEY got it in somehow.

Check if removing the stretcher will help.

If all else fails yank that sucker out and replace the hammer shanks
with new ones.
