A while ago I read of New York city crews laboring at cleaning up
grafitti.  They had been successful due to some special chemicals that
worked on each paint and/or marker system.

Contact some cleaning specialists.  There may be a way of extracting or
bleaching or washing that ink out with the right stuff.  Come to think of
it, the answer's probably on the net somewhere.

I say, it can be done.  (But then I haven't had to do it yet. . . . ) 
The Ink Re-activator may be the right direction.
