This should be an "R" rating, not an "E" rating.  I wrote that while still 
half-asleep.  An "R" rating indicated the degree of positive insulation 
quality -the higher the better.  Side walls are not as highly insulated as 
are ceilings thus the R rating for a side wall is probably around 12 to 19 
while ceilings might be 19 to 30.  All of this boils down to the amount of 
insulating material you use (pink fibreglass) that is stapled to the side or 
ceiling framing material in housing construction.
