Hi Bob,
           A quick and easy tempory fix, is to use an awl and spring the
balance rail pin forward and out of the cup.  Show the customer, and tell
them to budget for a re bushing job.
Adding some friction back to this area will make the piano feel so much
better, as well as quieter.
