 You are both right and wrong. "half pedaling" produces a lift of the dampers 
that removes the dampers from the full rest position and raises them slightly 
but does not remove 'all' the contact with the strings. What this produces is 
a tonal response with a less choppy sound than with full damping and less 
sustain than full damper raising will. At least this is how it has been 
explained to me on numerous occasions.
