Under an hour tuning (was labor rates)

I can understand charging extra for the extra time it takes to get to "the 
country" but why should the hourly rate be higher once you are there? 
I live in a rural area and I don't charge extra to drive all the way to town. 
I consider the lower overhead cost of rural living to be enough extra for me. 
Of course that may have something to do with why I'm so broke too.
