Hi Gordon,

You probably have the general idea already.

The accelerator being referred to is probably the
accelerator used with the cyanoacrylate adhesives
such as "Hot Stuff" or "Super Glue" among others.

The accelerator simply accelerates the curing
process.  On the thiner formulations, the glue
might take several seconds to bond without an
accelerator and my bond almost instantaneously
with the accelerator.  

It can be used on one surface only placing the
glue on the other surface to be glued and it
won't react with the glue until the parts come
together.  It can also sometimes be used after
the parts are just put together by using some of
the slower curing glue, placing the parts
together, positioning them (before the glue sets
up), and then when they're in place, spraying
them with a bit of the accelerator.

That's the general idea.  Hope it's a little
clearer than mud!  :-)
