eliminating rust

Good day to all.

I have a customer that wants to get the rust off his wire. It's just
starting to form, so it's not too far along.

I have something from Schaff that does get the rust off..looks like an
erasure.

The question is..is it safe to let down the tension on just the bass wire to
get underneath them to get the rust off the plain wire?..and..would this be
a good time to twist the wound wire to get the 'clean' side facing up?
