Most of the time it is, but not always.
Depending on the country or area you live in, the consumption on the local
powergrid,etc
this will vary between 50 hz and 60 Hz.
Check any adapter in your  hardware, you'll see two symbols indicating it to
be somewhere in between.
(BTW my computer is built to meet Canadian standards, and can handle 50 to
60 switches a minute )
