You might find that the key end felts are also barely in contact with the underlevers, and possibly you may find atypical adjustment in the shift lever. Shim the action stop with four /060" punchings and see what you get. You can drop them between the stop and the action for trial, then when you find the dimension that aligns MOST of the hammers, take the action out, undo the stop, and place the punchings behind it.
