Leather Hinged Flanges

Hi Folks

I am at the point in the restoration of this old Broadwood that I am
starting to replace the nearly 200 year old leather "hinges" that are
present in the damper flanges, and I ran into a detail I thought I would
ask you all about.

When glueing the leather to the levers, should you glue the entire
surface of the leather, or should you leave just a bit free just where
the leather inserts in the flange itself ? This goes to the question of
how much freedom of motion is needed for the flange hinge... I suppose
its counterpart in modern pianos would be how tight a center pin should
be for the damper flange.

Any comments or suggestions are greatly appreciated.
