I can pass along some second-hand info: A veteran tuner in my chapter said
he used to advertise in the PennySaver. Yes, it did bring him in business,
but he eventually stopped advertising there. Why? He said he felt that
most of the customers were just looking for a low price for a tuning and
didn't care much about having their piano serviced properly. In other
words, I think he felt most of the PennySaver customers wouldn't want
anything more than a tuning. I'm guessing many of them would be resistent
to getting a pitch raise, for example, if it cost extra. He also said that
many of the customers had poor pianos and kept calling him back after his
tuning to complain about things that weren't his fault, expecting him to
fix them for free.

It sounds like it could be a good way to start out, though. Keep us posted
on what advertising methods work for you!
