Charging for Pitch Raises

Hi Ron,

I'll accept your challenge to do a 20 cent pitch correction in the *up*
direction and have no note more than three cents off, with no time limit.

However, no note must be lower than 20 cents to start with *grin*, and the
tuning curve generated by RCT must be accepted as the "correct" pitch for
the treble.
