Charging for Pitch Raises

It takes practice. You have to think fast, hear fast, and turn the pins
fast. No testing or setting the pins--just do it. Now, I must say, however,
that I do not routinely do a PR in 10-15 minutes. My fastest has been around
10-11, but usually I take 15-18 minutes, which seems to be easier on me. It
also gives better results for me.

There are several good techniques that I use, most of which I received
during one of the classes on aural pitch raising by Dan Levitan. I believe
his procedure is this after strip muting the piano: 1) 1 minute or less
temperament. 2) Tune the middle section, middle strings only. 3)  Then
remove one of the strips from the middle (he uses one tapered strip, but you
can use two narrow strips also); tune one of the outside strings in the
middle section. 4) He leaves two open strings in the treble. Once the two
strings of the middle are tuned, move to the treble and note approx. how
many beats there are when the upper two strings are sounding with the lower
tuned strings. Raise the middle string to approximate those beats. Do that
with each middle string up to the top. (I believe that is called "pitch
shimming.) 5) Tune the two outside strings of each note in the treble. 6)
Tune the remaining middle section strings. 7) Tune the bass.

The above is easier to see demonstrated than it is to describe it. The
bottom line is that you want to reduce as many motions as possible and spend
2.5 seconds or less on each pin. It comes down to technique and mental
focus, not to mention lots of practice. :-)
