Reagan was an unindicted co-conspirator, and Nixon was finally convinced to resign so the Senate wouldn't have to face being lied to him (the main thing Nixon was good at). I agree, the cigar never mattered, and why Congress put him in the position of having to lie about "fun time", well, that must be politics. If they'd stuck to the relevant aspects of the matter, they would had compelled him to forfeit his security clearance for a few months, as a penalty. (Anyone who like to play that much sure is a target for blackmail, and should have to sit out duties requiring a security clearance for a decent interval.) Speaking again about character, there sure was alot of fun time in the Kennedy White House. At least Mangia Lewinski wasn't sharing our President with Sam Giancanni. Yep, I feel alot more secure on the character issue with our current President. Imagination is definitely a a risk factor when it comes to moral lapses.
