Yes, this is the easiest and best way to do it. There is no reason for the 
flap, other than when keys are bushed in the factory, there is a flap. They 
probably found that in the process of cutting out the mortise to receive the 
bushing, it was faster to add a little cut out for the flap, than to pay 
someone to cut the ends off the bushing cloth. Now you're stuck with that the 
job.
