Hi Terry,

I suggest you charge your hourly labor rate after a
certain time frame--i.e. your "usual" tuning time.
Explain to the client that their instrument is
mechanically challenged.

I also suggest you may have more success if you always
tune "from below" pitch on this instrument. Stop when
the unison is cleared using your tuning lever at 9
a.m. (if string is 12 noon) It does take longer than a
usual tuning to do this--hence the additional charge.
