Another heater bar without a control...

I most often find this on pianos brought into the country from Asia. I
guess it's common practice when the humidity is near 100% 365 days of
the year. The pins usually feel loosish already, then the customer
asks if they should plug 'this thing' in? I feel like confiscating the
bar to make sure it doesn't get used!
