I would say that the average piano, a year after a 100-cent pitch raise - regardless of how finely it was tuned, is going to be at least 5 or 10 cents flat, and more than likely a good 20 cents flat. There simply is going to be some slow reaction to all that new tension over time. I've seen a few piano that did not fall in pitch after such a raise, but they are not common.
