There was an a few articles in the PTJ on "Action Elevation" last year 
which you should look into.

Setup the action spread between 4 3/8'" and 4 7/16", experiment to see 
which regulates best.
remember, the jack should be perpendicular to the shank at rest while in 
line with the roller core.
