Ah so! Now I see the situation. The coil of the "German Loop" is raising that one string off of the plate to create a negative bearing, just on that one note. If the rest of the piano is ok, down-bearing wise, then I wouldn't worry about the single tied string, unless it is radically off. You can "bend" the wire down towards the plate a bit, to gain some DB. It will retain that bend, when under tension. Hope this helps. Regards, Joe Garrett, RPT, (Oregon)
