Oh...I thought you were talking about the wood screws holding the brass rail to the action rail...duh...I HAD THE EXACT SAME PROBLEM WITH A SET OF BUTT PLATES I RECEIVED FROM SCHAFF!  sorry for shouting but that just came to me.   Sorry I sounded like an idiot
