Hi Sarah, You can get "electronic" fans that are essentially a vibrating membrane. They apparently vibrate at super sonic frequencies and so as far as our ear is concerned are totally silent. I think that with between 8 and 60 watts of "heat" that convection currents will more than do the job with a bottom cover. The cycling with bottom cover is on the order of every 20 minutes, or so I remember.
