This is done by right clicking on the title bar of the picture, then going down to "image size" Most digital pictures are 72 dpi, with scanners being one of the exceptions that spits things out at higher dpi. Adjusting the size of the image, rather than the dpi, can also substantially reduce the size in kb. Of course with a scan that's at 300 dpi, dropping to 72 dpi will make all the difference in the world.
