I quite agree, but wasn't that the pitch here, that settling these coils 
improved tuning stability? If it doesn't, then what justification is there 
for charging it to the customer on a piano that's new to you? I'm assuming 
this is at the customer's expense. If not, you don't need a justification 
other than "I think it needs done" as long as no damage is done in the process.
