tuning pin bushings

An old Kimball 6'7" grand came in for a "redo." The plate hole for the
tuning pin bushings mikes at .470."  The available bushings are 7/16" which
is .436" O.D.  Has anyone had this problem and, if so, how did you solve it?
Is there any danger in leaving the bushings out?  Right now, the piano is
still strung and up to pitch, but there is a continuous gap between the
plate flange and pinblock  The new block will be carefully fitted to the
flange and plate. What are your thoughts?
