Unless they've been changed, a 1999 piano should have 17mm knuckles already. 
David S has offered to graph things, which would be lovely, but just from the 
numbers Mark gives, I would say a change in leading is out, and the choices to 
bring the balance weight down are between lightening the hammers a little, 
and moving the capstans, unless I'm wrong about the knuckles. In the piano's 
present location, I would lean toward filing. True, they aren't super heavy, but 
neither are they criminally light. 

I would be interested to know how the piano regulated, i. e., how much dip 
was required (assuming 1.75" blow). I would take a look at the action spread 
(not expecting a problem), and I would look to see where the capstans hit the 
repetitions. These are all pretty quick.
