Detailed instructions for posting scans to the Archives?

Thanks a lot.  I guess I didn't send some because I wasn't sure how to do
it.  Butttttt? is it still okay to send small (under 40 k) attachments to
the list in general?  Andddddd?  Why have two long urls when the small one
works?  Sounds redundant to me.  As comedian Will Durst says."In San
Francisco, Halloween is redundant"
