strange action configuration in Sejung

Today I was prepping a brand new Vivace piano, made in China by Sejung.  I 
regulated and aligned the capstans, and was about to regulate the let-off 
when I noticed something strange:  the jack-stop rail is directly above he 
eyelets for the regulating buttons.  There is NO room to get the regulating 
tool in there.  IN order to access the eyelets, I'll have to bend the 
jack-stop rail a fair amount.  What were they thinking:  that the let-off 
would be set for life?  

Any ideas?  Is this a weird configuration or what?
