Strange action configuration in Sejung

Could someone please enlighten me as to the purpose of Jack Stop Rails. I
hate those things and have been removing them for many years w/o any problem
occuring after the fact. Most that I have removed show absolutely no tracks
or evidence that the jack comes anywhere near it.
