I don't know why - I just always have. I use most of the M3/4/5/8/10 all the time which is why tuning a piano usually takes me 50 minutes. AND I always check the peds and touch and what I call "hammer alignment-to-the-strings" (shortened to H/A) which I think you are calling something else. If the hammer doesn't hit a string you just can't tune it... Yes?
