Tom, I haven't seen a Howard with this configuration, but I have a Starr Grand where the "Stretcher" needs to be removed and the rear cheek block screws are accessed, using a Looonnng screwdriver. Check to see if there are screws, throught the plate, into the stretcher. Undo those and see if the stretcher lifts out.
