The Journal as a whole is copyrighted by PTG and most, if not all, of the articles in it are copyrighted by the authors themselves. This is true even if the authors have not actively filed for copyright protection. You may not legally copy (whether from the magazine itself or from the CDs) and/or distribute in any form any of this material without the written permission of PTG and (usually) the author of the material you are interested in.
