Church organ - lubrication

He very likely means that notes are sticking, or
"ciphering", which is usually caused by a  malfunction
in the electro-pneumatic relays, NOT something that
oil can fix! 
     Or he is just referring to bushed centers in the
action. 
    Get an organ tech if in doubt.
